Trained in public finance before he turned to the machinery of institutional foresight, Associate Professor Lindqvist studies the point at which a priority acquires a budget line well before it acquires a settled definition. His work traces how funding commitments outpace the scoping meant to justify them, and what a priority comes to look like once resourcing has already decided its shape. He contributes to the Trajectory Analytics Group's work on commitment durability.
