Dr Achterberg evaluated pilot schemes for a state innovation agency before joining the University, where she began asking why so few of them ever concluded. Her research follows initiatives that remain in trial status year after year, tracking the extension memos, re-scoping exercises, and renewed provisional budgets that let a program stay unofficially permanent without ever being confirmed as such. She contributes to the School's anticipatory-capability agenda.
