Dr Mensah traces how a priority's language outlives the priority itself --- the phrase that survives from one planning cycle into the next even as the initiative behind it is quietly re-scoped or replaced. Her work compares successive strategic and operational plans line by line, cataloguing which formulations carry forward unexamined and which are revised into meaninglessness. She contributes to the School's anticipatory-capability agenda.
