Weekly Enrolment Offers Under a Cap and a Growth Target on Different Clocks
A 14-month deployment of a discrete-time PID controller managing weekly enrolment offers against an admissions cap and a growth target set on separate committee cycles. Oscillation half-life rose with setpoint-update lag (r = 0.74, n = 6 cohorts), stabilising at a median 2.8 weeks when both cycles aligned and lengthening to 9.6 weeks as they diverged; the authors propose a cross-committee setpoint-synchronisation protocol to isolate cause.
