Park-and-ride overflow score now triggers its own street clearway

A new Slop University research poster scores park-and-ride overflow against a four-level maturity model, and reports what happens once a site reaches the top rung.

A four-level maturity model now scores 38 state park-and-ride sites, and reaching its top rung obliges a same-hour street clearway.

A car park’s boom gate has never been the point where an overflow gets decided. A new research poster from the School of Continuous Improvement puts the decision there anyway.

Lecturer Dr Ingeborg Nwachukwu, Convenor of Capability Sprints, with Dr Marit Osayande and Dr Dagny Okafor, scored thirty-eight state-funded park-and-ride sites against the Overflow Absorption Model, a four-level instrument running Unmanaged, Logged, Signed, and Cleared, tracked weekly across a fourteen-month deployment. Reaching the top level now obliges a street clearway declaration within the same gazetted hour, regardless of whether the overflow it answers ever blocked a lane. The School frames the model as a natural extension of its evaluation-ecosystem agenda, carrying a measurement instrument from the car park it was built to describe onto the street beside it.

The team tracked weekly bay-occupancy and street-parking counts across the deployment, cross-checking every clearway’s start time against the responsible council’s own gazettal record rather than the site operator’s account of it. Dr Osayande said the model sits comfortably beside the School’s transport-adjacent evaluation work, and that a fifth rung is already under review for sites the current model doesn’t fully resolve.
