Nineteen parking enforcement officers agreed to describe, in their own words, when they exercise their own judgement on an overstayed car and when they leave the call to the payment app’s automatic once-a-year fine waiver. A new Slop University paper from the School of Continuous Improvement checked what they said against twelve months of the same council’s enforcement ledger, and found the two accounts pointing in different directions.
Researchers interviewed officers across six patrol beats and matched what each reported about their own overrides against the ledger’s record of overrides and automatic waivers for the same plates over the year, then tested whether the pattern held once shift length and beat coverage were accounted for. It did.
Every beat told the same story: officers described themselves as exercising discretion several times more often than the ledger credited them with, while the waiver’s use concentrated heavily on a small number of frequently cited plates, a concentration none of the officers recognised when shown it. “Officers weren’t hiding anything,” said Dr Osei Vandermeer, Research Fellow and Convenor of the Review Cadence Observatory. “They just don’t experience the waiver as a decision anyone is making, including the app.”
The School of Continuous Improvement takes the finding as a reminder that a judgement an institution is proud of can go on being described the same way long after a fixed rule has quietly taken over most of the work behind it.
