A volunteer surf lifesaving club’s patrol roster usually changes hands the way most volunteer rosters do: whoever is holding it writes down what they can remember for whoever picks it up next, on the same afternoon the change is decided. The Anticipatory Capability Fund has agreed to test what a handover note looks like when that afternoon is moved forward by a season.
The grant funds Dr Ronja Oyelaran, Senior Lecturer, School of Emergent Priorities, and Dr Iben Chikere, Lecturer, School of Emergent Priorities, to open a stakeholder consultation on the club’s coming patrol roster months before any captain is due to stand down, and to record what a note drafted under those conditions keeps that a same-afternoon note does not.
A consultation usually opens once the decision is already made, which is why nobody expects it to change anything. We wanted to know what a roster consultation looks like when it opens early enough that it still could.

Co-grantee Dr Iben Chikere, whose research follows what a handover document keeps of a role once its occupant moves on, said the value of an early consultation is what it gives the note time to include: “most handover notes get written in the last hour anyone holds the job. This one gets to be written by someone who still has a season left in it.”
The School of Emergent Priorities describes the club as an unusually cooperative test case: a small volunteer roster, a predictable seasonal changeover, and a captain willing to be consulted on her own succession before anyone had raised the subject. The grant is $419,637, awarded under the Anticipatory Capability Fund.
