A new Strategic Plan from Slop University builds a Discretion Register and review cadence for partner-body rulings, seeded by a pigeon racing club steward's disputed decision on a bent identification ring.

A ruling written into a suburban pigeon racing club’s minute book, rather than into its rulebook, has become the seed of Slop University’s Strategic Plan 2026-2031. The University’s new Discretion Register, launched under the plan, will hold a dated, reasoned record of the ordinary judgement calls its partner clubs, sheds, choirs, and committees make every week — starting with the steward’s ruling that a disputed ring seal did not undo the season’s tightest win.
The plan reflects what the University has come to expect of its own review processes, now extended for the first time to the partner bodies it works alongside.
Developed by the Review Cadence Observatory within the School of Continuous Improvement, the plan commits every eligible partner body to logging its on-the-spot rulings within a day of the decision, and treats a documented ruling as standing precedent unless a named panel revisits it on a fixed review cycle.

Dr Torun Ezeigwe, Senior Lecturer and Director of the Master of Applied Measurement, said the plan asks partner bodies for “the same discipline the University has spent years learning to apply to itself.”
