# A four-tier hen taxonomy now decides a shire's whole rebate

> A School of Emergent Priorities paper validates a four-tier taxonomy for backyard hen-keeping and finds a shire's bundled Backyard Sustainability Rebate withdrawing water-tank, compost and solar eligibility whenever the hen-keeping criterion alone reclassifies a property.

A four-category scheme now decides whether a backyard hen coop keeps its
household's water tank, compost bin, and solar panels eligible for the same
rebate as the hens. A new paper from the School of Emergent Priorities
validates the scheme against 412 shire-enrolled properties and reports what
happens once a property changes category.

Led by Dr Petra Umbile, Postdoctoral Fellow, with Professor Verity Marris,
Director of the Trajectory Analytics Group, and Dr Marek Solheim, Lecturer
and Deputy Convenor of the Horizon Register, the study sorts a shire's
enrolled
hen-keeping properties into four compliance tiers, checks how reliably two
independent readers agree on the sorting, and follows what the shire's own
bundled sustainability rebate does once a property crosses into the top two
tiers.

The reliability is holding up well, the team reports, translating flock
size, coop setback, and the presence of a rooster into a shared reading two
coders reach independently and largely agree on. "What we're still turning
over," said Professor Verity Marris, "is why a rooster, of all three
criteria, is the one doing the heaviest lifting once a property is
reclassified."

The finding sits inside the School's wider anticipatory-capability agenda,
which has spent the year following what an institution is prepared to
commit to on the strength of a category it has just finished defining. A
shire's hen-keeping scheme, the University suggests, is simply the agenda's
most domestic address yet.
