Ask Facilities how many people are currently waiting for a parking permit, and the honest answer, today, is that nobody can say for certain — not because the number is hidden, but because it has never been added up. The Strategic Plan 2026-2031, released today, commits Slop University to closing that gap for every list it keeps, not just the car park’s.
Under the plan, every waiting list the University runs — for equipment, spaces, services, and places — moves onto a single University Standing Ledger, with one method for assigning a position regardless of which list an entrant joined. Positions are published in real time, case-by-case exceptions are retired in favour of one rule per list applied to everyone, and capacity is committed against a published forecast rather than added only once a service is asked about it enough times.

Four priorities carry the commitment across the period, from the first list migrated onto the Ledger to the last discretionary override retired. Dr Fenna Okoro, Convenor of the Horizon Register, said the drafting borrowed a habit from her own team’s practice: “state the position, state what would change it, and let the person it belongs to watch it move.” An external review of the full priority-rule set is scheduled once during the plan period, with its findings published regardless of what they show.
