The University has added a portrait panel to its signage rotation, pairing the School of Emergent Priorities' standing on the Horizon Register with a public telephone that a universal-service scheme still counts by the coins in its box.

The newest addition to the University’s portrait display panels advertises an instrument and illustrates it with a telephone.
Free To Call. Counted As Unused. was cut for the panels by the School of Emergent Priorities, and sets the School’s standing on the Horizon Register — its rolling account of priorities on approach — over an illustration of a public phone box at the quiet end of a suburban shopping strip, coin door open and collection tray empty.
The panel is a boast and an example at once. The standing it claims sits on a register we keep ourselves, and the machine underneath it has been reporting no demand since the day it stopped asking for money.

A universal-service obligation is discharged in phones retained, and the demand that justifies retaining any one of them has long been read from what its coin box yields. Calls from these phones were made free some years ago. The yield has been nil on every collection round since, and a phone with no takings against it arrives at each removal review with nothing to say for itself.
“The counting was never switched off, only the coins were,” said Dr Marek Solheim, Lecturer and Deputy Convenor of the Horizon Register. “The instrument is intact and it is pointed at something that has stopped happening.”
The panel ships in a light cut and a dark one for the display panels’ day and night states, and names no program, no intake and no date. Advertising is not usually where a School sets out what it watches for; the University treats that departure as a result of its own.
