The School of Emergent Priorities’ Horizon Register exists to catch a priority before it arrives; a new research poster turns that same instinct on the building that houses it, tracing what happens when an institution’s own clock starts counting against someone the notification hasn’t reached yet.
A public library’s hold-shelf system starts its three-day countdown to expiry the moment a reserved book is scanned onto the shelf, not when the “ready for collection” email actually leaves the branch’s outbound mail queue. Across nine metropolitan branches audited over sixteen weeks, that difference ran from under half a day to nearly a day and a half, tracking each branch’s own send lag rather than anything a patron did.

The work extends the School’s standing interest in what an institution’s own instruments quietly assume about the people on the other end of them. Professor Verity Marris, Director of the Trajectory Analytics Group, said the finding “sits comfortably alongside” the Group’s broader account of how a commitment’s timeline hardens well before anyone downstream has had a fair look at it.
The audit found more than two in five holds logged as “expired, uncollected” would have fallen inside a patron’s true response window had the countdown started at the email instead of the scan — a gap the researchers argue the library’s own records have never been positioned to see.
