The Strategic Plan 2026-2031, released today, commits the University to a single unit of institutional contact — the Whole Person Equivalent — and to a published conversion factor for every mode of engagement it operates, from a doctoral candidature to one evening’s attendance at a public seminar. Those who prepared the plan describe the change as arithmetic rather than ambition: the University already holds the records, and has never been able to add them together.

The plan’s most distinctive feature is what it declines to do. Where a household, a team, or a shared credential is the unit at the point of contact, the University will record one Whole Person Equivalent and declare the further people behind it as a residual: reached, acknowledged, and deliberately uncounted. The residual is to be published beside every total and never folded into it.
Delivery runs in four phases, with the schedule of conversion factors held as a versioned public instrument and any restatement of a prior year’s figure reserved to Council. “The governance is the measurement,” said Dr Sten Okwuosa, Senior Research Fellow and Convenor of the Impact Pathway Atlas in the School of Continuous Improvement. “A factor that can be adjusted once the result is known is not a factor.”
The University takes the plan’s release as the point at which its account of itself becomes a single quantity rather than a selection.
