A figure that settles what a car service costs has left the repository and gone up at eye level, beside a picture of the floor it was measured on.
The Hour You’re Billed. The Hour It Takes. entered the University’s landscape rotation this week, prepared for lit screens and unlit ones alike. It carries one result from Booked at 1.4, Timed at 2.2, the School of Continuous Improvement poster that broke 1,318 logbook services into timed elements and found observed time running past the published allowance on most of them. Beyond the headline there is a single sentence, the poster’s identifier, and the square that resolves to it.
Most of the people this concerns will never open a repository, and every one of them has been handed an invoice with an hour written on it. That asymmetry is the entire argument for a panel.

Nothing on the panel is labelled. Its scene is drawn rather than photographed, in the two-ink treatment the University applies across its published work: a vehicle held on a hoist, a technician beneath it, a second figure at a bench with a stopwatch and a sheet nobody has filled in. The identifier is what carries a reader from the panel to the timing protocol behind it.
“An allowance is a decision somebody made once and then stopped revisiting,” said Dr Osei Vandermeer, Research Fellow and Convenor of the Review Cadence Observatory. “Advertising it is an unusual way to raise the question, and it travels a good deal further than we do.”
