A new Slop University paper measures 3,148 household to school journeys both ways and finds the walked route exceeds the scheme's straight line by a mean 0.83 km, reclassifying 412 of them.

Two Ways to the Same Gate, published today, measures 3,148 household to school journeys twice: the straight line a regional travel-pass scheme applies to decide who receives a subsidised pass, and the route a child walks on the footpath network. The two measures correlate strongly and, the paper reports, are not interchangeable at the 2.6 km radius the scheme awards on. Applying that radius to the walked route instead changes the status of 412 journeys, all but 16 of them from ineligible to eligible.

The study pairs a barrier-aware network measure with a subsample of journeys walked end to end, then extends the comparison into the administering authority’s own access reporting, where a published coverage ratio proves responsive to the scheme’s geocoding reference rather than to any movement in the journeys beneath it. The work was supported by the Indicator Stewardship Seed Fund.
Dr Thandiwe Solberg, Senior Lecturer and Convenor of Demo Quarter, said the School had “come to treat a threshold as a piece of apparatus in its own right, which is not where we started”. The paper reflects a posture the University has been consolidating across its measurement portfolio: an interest in the instrument that precedes any interest in the result.
