For twelve weeks, researchers stood along the fence line of six primary school gates, saying nothing, logging only the order families arrived in — work that began before the dismissal system it was watching had gone anywhere near live.
Senior Lecturer and Convenor Dr Fenna Okoro, who convenes the School of Emergent Priorities’ Horizon Register, and Lecturer Dr Marek Solheim tracked an informal early-arrival arrangement across the gates’ queues from four weeks before a tap-on dismissal system was announced through three weeks after it switched on. The arrangement swelled through the announcement window and receded within weeks of the system’s actual start, landing close to where it had begun — a pattern the School reads as part of its wider interest in what an institution’s anticipation of change does before the change itself arrives.

The study paired a discreet, blind observation protocol with a fixed three-phase window — baseline, announcement, and rollout — translating each family’s position in the queue into a single occupancy measure the University could track without touching the dismissal system’s own records.
“It’s a reminder that a queue keeps its own memory of what’s coming, whether or not anyone asked it to,” said Dr Marek Solheim, who contributes to the School’s anticipatory-capability agenda.
