A bin-night roster only works if someone is still reading it. A new paper from the School of Emergent Priorities finds that as a street’s laminated schedule ages, fewer residents are.
Dr Iben Chikere and Dr Anouk Mensah tracked twenty-four residential streets whose alternating recycling-and-general rosters ranged from freshly reprinted to well past a year old, walking each street on the eve of its next collection to log which bin every household actually rolled to the kerb. Eleven of the streets also received a small QR-code stamp linking to a live version of the same schedule, added a month before the audit closed.

The match between what a roster said and what a street did fell steadily as the roster aged, and the gap it left behind was filled less by guesswork than by copying: on the oldest rosters, one in five households matched a neighbour’s bin rather than the schedule. Co-author Dr Anouk Mensah, who usually tracks how a plan’s own phrasing outlives the plan behind it, called the roster “an unusually literal version of the same question — the sign was still up, the words hadn’t changed, and it had stopped being the reason anyone chose a bin.”
A QR-code stamp meant to refresh the roster’s authority without reprinting it made no measurable difference, a result that sits squarely inside the School’s wider brief: tracking what a written instruction is still doing once habit has quietly taken its place.
