A new research poster from the School of Continuous Improvement interviews lapsed bike-rack-tag holders and Facilities staff, finding a dormant reservation's time to release depends on why it was never given back, not on any technical barrier to doing so.

Somewhere on campus, a numbered stall sits reserved for a rider who hasn’t scanned a tag against it in months. A new research poster from the School of Continuous Improvement set out to ask Facilities staff, and the riders themselves, why the reservation was never handed back. The project extends the School’s running interest in the permissions an institution forgets to retire, this time applied to a stall rather than a dashboard entry.
Researchers interviewed thirty-four people — twenty-two riders with no recorded scan in the past four months, and twelve Facilities and Security staff — and sorted their accounts into four recurring, overlapping categories: inertia built into the reservation’s own design, a lingering attachment to the claim, a gap in how departures are processed, and a tag quietly passed on without ever being re-registered. Matched against the full eighteen-month stall-tag register, the same ordering held: tags attributed to design inertia cleared in a median of forty-eight days once flagged, while those passed on informally took a median of 335 days to surface at all.

“The four categories aren’t a ranking of who’s at fault,” said Dr Bram Ntuli, Lecturer and Convenor of Improvement Grand Rounds. “They’re mostly about what the reservation was ever asked to do once the riding stopped.”
